How to Start a Cycling Club: From Three Friends to a Constituted Club
The steps to found a cycling club in the order they depend on each other, with UK, French, Spanish and Italian checkpoints, year-one costs and a 90-day plan.
To start a cycling club, you agree what kind of riding it is for, name three officers, adopt a short constitution at a founding meeting, register the club where your country asks, open a bank account in the club's name, and get insurance in force before the first ride you advertise as a club ride.
Three of you ride every Sunday. One week eleven turn up, two of them strangers. On the descent after the café one touches a wheel and goes down. Nobody is badly hurt, but someone asks the question that turns friends into an organisation: "Whose ride was this?" If the honest answer is "nobody's", you have a group. You don't have a club yet.
The seven steps, in order:
- Write a one-line purpose: it picks your federation and your insurance.
- Name three officers: chair, secretary, treasurer (needs the purpose agreed).
- Adopt a constitution at a founding meeting; sign the minutes (needs the officers).
- Register the club where your country asks; the UK doesn't (needs the constitution).
- Open a bank account in the club's name (needs the minutes; in France, the récépissé).
- Affiliate to a federation and get cover in force (needs the bank account to pay).
- Run the first advertised club ride (needs written confirmation of cover).
Decide what kind of club you are before you name it
- Touring and social riding (club runs, café rides, audax: long-distance timed rides). In the UK that's Cycling UK; in France, FFVélo, the cyclotourisme federation.
- Racing (road races, crits, time trials). In the UK that's British Cycling or a home-nation body such as Scottish Cycling; time trials run under Cycling Time Trials (CTT), which clubs join through a local district; in France the FFC. Cycling UK's group cover excludes "any form of competitive cycling" (Cycling UK Guidance Note 3, October 2026).
- Mixed, MTB or youth. Under-18s and off-road bring other rules: start with one kind of riding.
Write the purpose in one line: "A no-drop Sunday club run at 22–27 km/h for adults in our town." If three founders can't agree in ten minutes, you've found your first problem cheaply.
Who you need: three officers, three jobs
Every model we read shares one core:
- UK, Cycling UK groups: the Handbook for Cycling UK Groups (April 2026) recommends a committee of "at least three separate members", led by a Chair, Secretary and Treasurer, plus registration, safeguarding and promotions roles they can double up on (the secretary not as safeguarding officer).
- France, FFVélo: the federation's 2026 club affiliation dossier asks for a bureau of at least président·e, secrétaire and trésorier·ère, and calls the délégué·e sécurité the club's "4e personnage officiel".
- Italy, FCI: an amateur sports association (ASD) can be set up by three people, but the FCI's affiliation steps ask for at least five names in the dirigenti (board) section, each holding a tessera, the FCI membership card.
- Spain: it depends on your comunidad autónoma; ask its sports-entity registry.
Pick people for the job, not the title: the treasurer is the founder who reads bank statements. For ride-day hands, see recruiting and keeping volunteer ride leaders.
Do you need a constitution? One meeting, one document
Yes, as soon as you want a bank account in the club's name or a federation affiliation: Scottish Cycling's 2027 affiliation FAQ asks for "a copy of your constitution and AGM date", and FFVélo's first-affiliation file includes the statuts. A few pages settle what friends argue about later:
- Purpose: the one line you already wrote.
- Membership: who can join, what it costs, how someone leaves or is removed.
- Officers and committee: which roles exist, how they're elected, for how long.
- The annual general meeting: when it happens, who votes, what makes a quorum.
- Money: who signs, how accounts are approved, and that funds belong to the club.
- Changes and closure: how the rules are amended, and where the money goes if the club winds up.
Start from a model: FFVélo's statuts-types, or one from your federation (in Italy, the FCI regional committee or a commercialista, an accountant).
Then hold the founding meeting. Forty-five minutes is enough:
- Attendance list, signed by everyone present.
- Adopt the constitution.
- Elect the officers.
- Set the year-one membership fee.
- Name the bank signatories and the payment rule, for example "any two of A, B and C".
Before the meeting, ask your bank for its mandate wording and document list: usually the constitution, these minutes and the signatories' ID; in France also the récépissé and often the JOAFE notice.
Your country's checkpoints: UK, France, Spain, Italy
Official sources, read on 20 October 2026; "Ask" marks where they are silent.
| Checkpoint | UK | France | Spain | Italy |
|---|---|---|---|---|
| Legal form usually used | Unincorporated club with a constitution | Association loi 1901 | Club deportivo, under your comunidad autónoma's sports law (Ley 39/2022, art. 63.1) | Associazione sportiva dilettantistica (ASD) |
| Registration | None for an unincorporated club; community amateur sports club (CASC) or charity status can come later | Récépissé (prefecture receipt with the RNA number, from the national associations register) due within 5 days of a complete file, longer in some greffes (the prefecture's associations office); the free JOAFE (Journal officiel des associations) notice gives legal capacity. Bas-Rhin, Haut-Rhin, Moselle: 7 signatories, tribunal register, notice in a journal d'annonces légales (Service-Public F1119, checked 5 Nov 2024) | Madrid: two forms, club deportivo elemental (simple acta and internal rules) or básico (acta before a notary, plus statutes): ask the federación autonómica which it requires. File within 15 days of the acta fundacional (founding minutes); decision within 2 months; silence means approval; a registry fee (tasa) applies (Registro de Entidades Deportivas, updated 8 Oct 2026) | Free codice fiscale (Agenzia delle Entrate); atto costitutivo (founding deed) and statuto (constitution) uploaded to the FCI; at the club's request the FCI applies to the national register (D.Lgs. 39/2021, art. 6) |
| Bank account | See the founding meeting | See the founding meeting | Ask which registry certificate it needs | Expect: atto costitutivo, statuto, codice fiscale. Ask your bank |
| Federation | Cycling UK (touring) or British Cycling / Scottish Cycling (racing, mixed) | FFVélo (touring), through your CoDep (comité départemental), or FFC (racing) | Federación autonómica; its recognition binds the Spanish federations (art. 63.2) | FCI, online (KSport), then your regional committee. First affiliations for 2026 closed on 15 Oct 2026 |
| Insurance | Cycling UK group: organisers' liability, £10m per incident; third-party claims, not riders' own injuries | FFVélo's federal insurance if the club opts in at affiliation, plus each member's licence insurance. Mini-braquet, the basic tier, is civil liability only; Petit-braquet adds limited accident benefits (death, permanent disability, repatriation): ask what an ordinary injury gets | Ask the federación autonómica: does the licence include accident cover for club rides? | Ask the regional committee what affiliation and the members' tessere cover |
What must exist before the first club ride, and what can wait
The first club ride playbook covers the ride itself.
| Before the first club ride | Can wait until after |
|---|---|
| Insurance in force, in the club's name, and you know what it covers (liability only, or riders' own injuries too) | Club kit |
| A named ride leader and a named sweep, who give the pre-ride safety briefing | Website and logo |
| A route you have ridden, with regroup points (how to plan a club ride route) | Sponsor |
| A written risk assessment of the route (Cycling UK: "for every ride or event"): hazards and what you'll do about each; ask your federation for its form | CASC, charity or other tax status |
| A sign-on list (Cycling UK: best practice) with each rider's emergency contact; decide who keeps it, and for how long | Grants and public subsidies |
| A guest rule (our suggestion below) | A second ride or a second pace group |
| An incident plan: who calls 112 (or 999 in the UK), who stays with the rider, who rings their contact (sign-on list: leader's phone and paper), who tells the insurer, by when (Cycling UK: "as soon as possible") | A club calendar beyond next month |
Our suggested guest rule: guests sign the list, ride up to three times, then join. In France, FFVélo's Option A "futurs licenciés" (45 € a year, 2026 dossier) fits: three outings within 45 days with an officer or federal cadre present, taken out at affiliation or renewal. In the UK, Cycling UK suggests up to 10 guests beyond your regulars; more "should not be turned away", but leaders must "be confident they can manage the group safely". Elsewhere, ask your federation; ride waivers and insurance basics goes further.
Once you are a club, "Whose ride was this?" has an answer: the club's, with a named leader, a signed list, cover in force and a report filed in time. At sign-on, the leader says: "Club cover is for claims against the club. Your own injuries are down to your own licence tier or insurance." Keep the first one easy: running a beginner-friendly first ride.
How much it costs to start a cycling club in year one
For ten adult touring riders on the cheapest standard cover, the federation side runs from £92 in the UK to 675 € in Italy (2026 fee tables, Italy net of its new-club contribution).
| Federation and scope | Cost (€) |
|---|---|
| France, FFVélo: club + 3 officers' licences (minimum to affiliate) | 197 |
| France, FFVélo: club + 10 adult licences, officers included | 582 |
| Italy, FCI: club + 5 board cards, net (minimum to affiliate; board cards only: ask if they cover riding) | 275 |
| Italy, FCI: club + board + 10 rider cards, net | 675 |
| Federation | Inputs | Sum |
|---|---|---|
| FFVélo (France), 2026 | Club fee free in year one + magazine subscription 32 € (the "revue"); first affiliation pays the 3 officers' licences, and every member must be licensed; Mini-braquet licence for an adult over 25: 55 € (30.50 € + 24.50 € insurance) (FFVélo's 2026 affiliation dossier) | 32 + 3 × 55 = 197 € to affiliate; 32 + 10 × 55 = 582 € for ten |
| FCI (Italy), 2026 | New affiliation 300 €; 5 board cards × 25 €; 10 cicloturista cards × 40 €; 150 € "contributo FCI" for new clubs: ask when it is paid (the FCI's 2026 fee table (17 Sep 2025)) | 425 € paid, 275 € net; 825 € paid, 675 € net |
| Cycling UK (UK) | £92 a year, including £10m organisers' liability cover (Cycling UK's group membership page) | £92 |
| Scottish Cycling (UK) | Club affiliation £115 for 2027 (Scottish Cycling's 2027 affiliation page); every club official must also hold a British Cycling membership (2027 FAQ), not priced here | £115 club |
Three caveats: Italian clubs founded now pay 2027 fees, unpublished on 20 October 2026; a French licence first bought from 1 September 2026 runs to 31 December 2027, renewal free but required; a French club affiliated in late 2026 reaffiliates before 1 March 2027 (61 €: 29 € fee + 32 € revue, 2026 rates): ask your CoDep whether to affiliate for 2027 directly.
Per-rider fees scale with the club: how to set your membership fee.
How long it takes: the founder's 90 days, week by week
Official delays: France's récépissé within 5 days of a complete file; Madrid up to 2 months; Italy waits for the FCI's 2027 window. Bank and federation times aren't published: allow two to four weeks.
| Week | What gets done | Done when |
|---|---|---|
| 1 | Purpose line agreed; three officers chosen; federation picked | One line and three names on paper |
| 2 | Constitution drafted from a federation model | Draft sent a week before the meeting |
| 3 | Founding meeting: the five-point agenda above (Madrid básico: before a notary) | Signed minutes |
| 4 | Register. FR: online declaration. Madrid: within 15 days of the acta. IT: codice fiscale. UK: none | Récépissé, registry filing receipt or codice fiscale |
| 5–6 | Bank account in the club's name, two signatories | Account open |
| 6–8 | Federation and cover. FR: file to your CoDep, as listed in the FFVélo dossier, + Option A if you take guests. ES: ask if a pending registration is accepted | Written confirmation of cover and its start date |
| 8 | Leaders named; route ridden; risk assessment, incident plan, sign-on list ready | Every item in the "before" column ticked |
| 9 | First advertised ride, kept easy | Everyone back, list to the secretary |
| 10–12 | Weekly rides; our default: fees paid into the club account before a member's fourth ride (the end of the guest rule), never cash to a founder | Three rides run on schedule; every rider past a third ride has paid |
| 13 | Committee review: who came back, what broke | Three decisions minuted |
In the UK, week 4 drops out and cover runs from your join date. In Italy, weeks 6–9 wait for the 2027 FCI window: do the codice fiscale, atto and bank now, and ask your regional committee when.
Until cover is confirmed in writing, ride as friends and advertise nothing as a club ride.
Keep it alive past the founders
Our rule: hold the first AGM within twelve months (your constitution sets the date; Scottish Cycling asks for it), and before it, every officer has a named deputy and every login has two holders. Secretary's calendar: Cycling UK, your renewal date; FFVélo, reaffiliate and renew licences before 1 March, or cover lapses after February; FCI, renewal by 28 February: 300 €, 360 € from 1 March to 31 May (2026 table); Scottish Cycling, by 30 November or a £25 late fee (2027 FAQ). Keep club announcements in one channel, not five and hand new leaders the ride leader checklist early. Once the weekly ride runs without the founders, growing your cycling club is next.
FAQ
How many people do you need to start a cycling club?
Three for a federated club: chair, secretary and treasurer. Alsace-Moselle: seven signatories. Italy's FCI asks for five board names.
How much does it cost to start a cycling club?
For our ten-adult example (2026 fees): £92 with Cycling UK; 197 € to affiliate with FFVélo (three officers' licences), 582 € once all ten hold the licence every member needs; 675 € with the FCI, net of its 150 € new-club contribution. A French club affiliated late in 2026 adds 61 € by 1 March 2027 (2026 rates). Kit, website and events are extra.
Do we need insurance before the first club ride?
Yes, in force before the first advertised ride. Cycling UK group cover (claims against the group) and FFVélo Mini-braquet (the rider's own civil liability) are liability only: neither pays for a faller's own injuries. Petit-braquet adds limited benefits (death, permanent disability, repatriation), with no medical costs listed. Get the start date in writing.
Can we just stay a Strava or WhatsApp group?
Yes, but a chat group can't hold a bank account, affiliate or take out club insurance in its own name, so everything rests on whoever runs it.
Which federation should a new cycling club join?
The one that matches your riding. Touring clubs usually join Cycling UK or FFVélo; racing clubs join British Cycling or their home-nation body, plus Cycling Time Trials for time trials, or the FFC in France, because touring cover typically excludes competition.
