How to Run a Cycling Club AGM People Actually Attend

A six-week countdown, a model agenda, a 60-minute run sheet and the motion, election and minute mechanics for a cycling club AGM, with what to check in your own constitution.

How to Run a Cycling Club AGM People Actually Attend

Eleven people in a café back room, the treasurer reading out every line of the bank statement, the same three people in the same three posts. That scene is made up; the ending isn't. One club group's 2024 minutes: "the existing committee have all agreed they could stand for another year in the absence of any alternative" (CTC Peterborough AGM minutes, 13 April 2024).

A cycling club AGM is the once-a-year general meeting where members receive the accounts, elect the committee and vote on fees and motions. To run one people actually attend, start six weeks out, send the papers before the meeting, put the vote that matters early and finish inside an hour. Notice, quorum and voting rules come from your constitution, not a national standard.

What an AGM has to do, and what your constitution decides

Cycling UK's governance framework for its member groups sums up the job in three lines: "approve annual reports and accounts • elect the committee • discuss group matters and plan ahead" (Member Groups Governance Framework, April 2026). In France, FFVélo's affiliation pack describes the same meeting: the club meets "une fois par an pour soumettre le rapport moral, le bilan financier et le projet de budget au vote de ses membres et procéder au renouvellement du comité directeur" (FFVélo, dossier affiliation club 2026).

Everything else sits in your constitution. We compared seven rulebooks to see how much that varies.

AGM rules in seven rulebooks, read on 21 October 2026. Examples to compare against, not norms: your constitution decides.

Notice runs 14–21 days, motion deadlines 7–21 days, and no national rule sets either. Cycling UK's two documents disagree (21 days in the sample constitution, seven in the handbook). Clear days don't count the day you send the notice or the meeting day. Two of the five club or model constitutions allow a vote by post or email (Worthing Excelsior, RMA Cycle Club), and the French model also counts members represented by proxy. Write down your seven answers: notice, motion deadline, nomination deadline, quorum, who votes, proxy or remote rules, tie. Who in the committee owns each step is covered in cycling club committee roles.

The six-week countdown

Why six weeks? Take the longest deadline in the table: motions 21 days before the meeting, which also leaves a week to send them out with the papers at D-14. Then give members three weeks from the call to draft a motion and find a seconder: 21 + 21 = 42 days. Shorter rules compress it.

Example countdown for an AGM on Thursday 4 February 2027, built from the longest deadlines we read.

Cycling UK's framework (year ending 31 March) says: "An AGM in April or early May is ideal." Pick the date that follows your accounts.

A cycling club AGM agenda you can copy

This follows the handbook's "Business of AGM" and the constitutions above. Match it to yours.

  1. Welcome, attendance and quorum check, apologies
  2. Minutes of the last AGM (circulated, approved, not read aloud)
  3. Chair's report (circulated; highlights and questions only)
  4. Treasurer's report and accounts: receive and adopt
  5. Membership fees for next year
  6. Motions, in the order received, amendments first
  7. Elections: officers, committee, honorary auditor or independent examiner (someone not on the committee who checks the accounts)
  8. Next season: rides calendar, events, volunteers wanted
  9. Any other business (information only)
  10. Date of the next AGM

A French AG ordinaire runs on the same spine with its own vocabulary: émargement, then rapport moral (or rapport d'activité), rapport financier and approbation des comptes, budget prévisionnel and cotisation, résolutions, renouvellement du comité directeur, then questions diverses. One difference: in many French clubs the AG elects the comité directeur, which then picks the bureau. FFVélo's pack says the bureau is "généralement élu par le comité directeur, mais les statuts peuvent prévoir son élection ou sa confirmation par l'assemblée générale." A typical UK AGM elects officers directly. Check yours before printing ballot slips.

Getting people into the room

Attendance is a design problem, not a loyalty test:

  • Ride first. Hold the AGM where a short club ride finishes. People come for the ride and stay for the hour.
  • Promise 60 minutes and keep the promise. Print the finish time on the notice.
  • Put the vote people care about early. Fees or a ride-policy question at item 9, at 21:40, risks half a room.
  • Send the papers out first. Swim Ireland's club guide (read 21 October 2026) says minutes are sent 14 days ahead and "do not need to be read aloud". Same for reports.
  • Remote only where the rules allow it. Cycling UK tells its groups: "You can host your AGM in person or online (such as Zoom)." Don't improvise a hybrid meeting your constitution doesn't cover.
  • Send the notice through more than one channel. Motorsport UK's AGM checklist (13 December 2022) warns that "If you put it on social media, this may not reach everyone". Email every member, then pin it in the ride chat; see club communication: one channel, not five.

Ask candidates by name beforehand; How to grow your cycling club covers turning regulars into volunteers.

The 60-minute run sheet

It assumes papers went out at D-14.

Minutes per agenda item in a 60-minute AGM (our run sheet, a plan rather than a rule)
Agenda itemMinutes
Welcome, quorum, apologies3
Last year's minutes2
Chair's report (highlights)5
Accounts and questions8
Fees and budget vote7
Motions15
Elections8
Next season7
AOB and next date5

Give the chair a one-line script per item ("The accounts went out on the 21st. Questions?") and a visible clock.

Check quorum before the first vote and write the count down: "We have 23 present; our quorum is 10, so we can take decisions." Cycling UK's sample constitution leaves the quorum blank: "(insert number of people) members present or (insert percentage) of the total membership, whichever is greater". With example inputs of 10 members or 10%:

Example quorum: 10 members or 10% of the membership, whichever is greater. Example inputs; your constitution sets yours.
MembersQuorum neededShare of club
201050%
601017%
1501510%
2502510%

A fixed floor bites a small club; a percentage bites a big one. Miss the quorum and don't vote anyway: adjourn and re-call the meeting as your constitution says.

Motions, amendments and elections: the mechanics

Most AGM rows are procedural, not personal:

  • Proposer and seconder. A motion or nomination needs both. The Cycling UK handbook says "candidates for election should be proposed and seconded".
  • Amendments first. Swim Ireland's guide: "Should an amendment to a motion be proposed the amendment should be voted on first". Then vote on the motion as amended.
  • Show of hands or ballot. Hands for motions; a ballot for contested elections, as the handbook asks: "In the event of contests, the election shall be by ballot". Appoint two tellers who aren't standing, and add any postal or email votes your rules allow before declaring the result.
  • Uncontested posts. In Swim Ireland's guide, a lone nominee is "deemed elected once no objections are raised from the floor". Chair: "One nomination for treasurer. Any objection? Then [name] is elected."
  • The chair standing for chair. Hand that item to another committee member agreed in advance, as Swim Ireland advises.
  • Ties. Four of the rulebooks in the table give the chair a casting vote. RMA Cycle Club's constitution says the motion is "deemed lost".

Send the fee proposal with a worked example of what it covers; cycling club membership fees covers setting the number. Fill empty posts in the weeks before.

When a hostile motion lands

Sooner or later a motion is really a fight: no confidence in the chair, or a ride-policy ban that splits the club. The chair runs the process; they don't win the argument.

  • Check it's on the notice. The Service-Public model statuts say: "Ne peuvent être abordés que les points inscrits à l'ordre du jour." Cycling UK's framework applies the same rule to special meetings: "no business, other than that stated in the notice calling for the meeting, may be transacted." A motion sprung under AOB goes to next year's notice or a special meeting: "That isn't on the notice, so I can't put it to a vote tonight."
  • Rule on procedure, never on merits. "It's not on the notice" is procedure. "It's a bad idea" is taking sides.
  • Offer an amendment. Many hostile motions are a fair complaint written as an ultimatum. Keep the concern, drop the ultimatum.
  • Send it to a working group. "Three members, report back in three months" turns a row into a task. Many ride-policy fights trace back to an unwritten promise (what a no-drop ride actually means).
  • Know the requisition threshold. Members can usually force a special meeting: "at least ten regular riders" in Cycling UK's handbook, "at least seven members" at Worthing Excelsior, "not less than 10%", including a committee member, at RMA Cycle Club. Yours is in your constitution.

Behaviour in the room falls under your code of conduct; have it to hand. Misconduct, safeguarding or missing money are not AGM items. Safeguarding goes to your club or federation welfare officer and, where someone is at risk, the police or local authority; misconduct and missing money to your federation, insurer and, where needed, a lawyer.

Minutes that settle the argument next year

CTC Peterborough's 2025 minutes record each officer as "Nominated and adopted" but not how many people were in the room. That gap matters when someone asks whether you had a quorum. Record:

A minute template for an AGM, with an example line for each field (example club, invented figures)

Send the draft within two weeks and approve it at the next AGM. In France, Associathèque calls a procès-verbal "fortement recommandé" and Service-Public says a copy of the decision goes with the declaration when your dirigeants change (F34797, checked 5 November 2024).

France, Spain and Italy: what changes

France. Service-Public (checked 14 August 2026) says the statuts set the "Conditions de convocation, de vote et de quorum". The government's model statuts use 15 days' notice: a model, not the law. associations.gouv.fr is clear that "Ni la loi de 1901 ni son décret d'application n'ont prévu de quorum." Associathèque: "Dans le silence des statuts, le vote par procuration est de droit". An AG at a distance is possible "uniquement si les statuts le prévoient". Changes to the dirigeants go to the greffe des associations within three months; in Alsace-Moselle, the PV goes to the tribunal, even if the same people are re-elected. In the model statuts, a rule change or dissolution goes to an AG extraordinaire. Unclear statuts: ask your FFVélo or FFC comité départemental.

Italy. The sport reform (D.Lgs. 36/2021, art. 7, text in force from 17 December 2023) requires the statuto to provide "l'elettività delle cariche sociali" and "l'obbligo di redazione di rendiconti economico-finanziari, nonché le modalità di approvazione degli stessi da parte degli organi statutari". The law leaves to the statuto which body approves the rendiconto and how officers are elected; usually the assemblea dei soci elects the consiglio direttivo, on your statuto's notice and quorum. Ask your FCI comitato regionale or your commercialista.

Spain. Under Ley 39/2022, art. 63.1 (consolidated 25 July 2025), club formation follows "la normativa autonómica correspondiente": your region's rules. The general association law (Ley Orgánica 1/2002, arts. 11.3, 14.3, consolidated 28 June 2025) requires a yearly asamblea general to approve the cuentas. Notice and quorum come from your estatutos and regional registry. Ask your regional federation or the RFEC.

FAQ

How much notice do you need to give for a cycling club AGM?

Whatever your constitution says. The documents we read ranged from 14 to 21 days.

What is a quorum, and what if we don't reach it?

The minimum present for decisions to count, set by your constitution. Short? Adjourn and re-call it as your rules say.

Can members vote by proxy or online?

Only if your rules allow it. Cycling UK's sample constitution bans proxies; Worthing Excelsior accepts postal or email votes. In France, Associathèque says proxies are allowed when the statuts are silent.

Can we vote on something raised under AOB?

Not safely. Service-Public's model statuts allow only agenda items. Put any decision on the notice.

What's the difference between an AGM and an extraordinary or special general meeting (EGM/SGM)?

The AGM is the yearly meeting for accounts and elections. An EGM or SGM is called between AGMs for specific business named in the notice, such as a rule change or a members' requisition.
