How to Organise a Club Cyclocross Race: Course, Permits, Volunteers and Budget

A step-by-step playbook for hosting a club cyclocross race in a park or field: the landowner, the federation and commissaires, a worked 2.2 km course and taping plan, a volunteer roster, a six-race timetable and a break-even budget.

How to Organise a Club Cyclocross Race: Course, Permits, Volunteers and Budget

Sunday, 07:30, a council park. A trailer holds nearly 900 stakes, a dozen rolls of tape, two planks and a bell. The first race goes off at 10:00 and nothing is built yet.

A club cyclocross race is a timed, multi-lap race on a closed off-road circuit of roughly 2 to 3.5 km. It runs as a series of short races, youth to seniors, on one day. Hosting one comes down to five jobs: land, permit and officials, course, people and money.

The 12-week countdown

Leagues fix their rounds before the season. FCI, for example, wants regional dates that award Top Class ranking points with its off-road sector by 15 September (FCI Norme attuative CX 2026/27, approved 9 May 2026, art. 7.2). So your first call goes to the league or regional committee, not the park.

A working countdown. Federation and landowner deadlines replace these weeks.

The land: park, farm or school field

The UCI's course rule doubles as a site-selection test: "The course shall be usable in all circumstances, whatever the weather conditions. Clay or easily flooded areas and agricultural land should be avoided" (UCI Regulations Part 5, art. 5.1.013, version of 1 July 2026).

Agree these in writing with the landowner or council before announcing the date:

  • Access times, and whether you can build the day before. On public land you often build on the morning (road.cc, 22 January 2016).
  • The wet-ground call. Example: by 07:00 promoter and landowner walk the two wettest sectors; if it is off, a message goes out by 07:30 and entries roll over or are refunded.
  • Reinstatement: what the ground must look like afterwards and who walks it with you.
  • Parking, toilets and water. Pits need water (UCI art. 5.1.034).
  • Insurance: whether the landowner wants naming on the certificate. Ask your federation or insurer; the club insurance guide explains the concepts.
  • The public: where walkers cross the course, and who supervises each crossing.

Permits, federation and commissaires: who to ask

A cyclocross race is timed and competitive, so it sits in the federations' world. It usually runs off the public road, which changes the questions compared with an open-road sportive.

France, in plain words. In the Code du sport (last modified 8 October 2026), L331-5 says a private organiser other than the federations, running an event open to licence holders with prizes above a threshold, must obtain the delegated federation's authorisation. A331-1 sets that threshold at €3,000, and L331-6 sets a fine of up to €15,000 for skipping it. L321-1 requires sports clubs to insure their civil liability, their volunteers' and their riders'; L331-9 extends that to any other organiser of an event open to licence holders. R331-6 requires a declaration for events held "en totalitĂ© ou en partie sur une voie publique ou ouverte Ă  la circulation publique". Ask the mairie, which takes the declaration for a one-commune race (R331-10), whether your park path counts. R331-9 adds a federation opinion first, unless a member club runs it on the federation calendar.

Commissaires run the race and sign off the result, and the federation appoints them. FFC Île-de-France says "quatre arbitres seront dĂ©signĂ©s" for a regional race and the club must provide at least one club arbitre on top (FFC Île-de-France rules, art. 17, updated 20 September 2024). FCI regionals have a jury plus a responsabile di manifestazione, who "deve garantire mezzi, materiale e personale" (FCI judges' course, 13 November 2025).

Five questions for your federation:

  1. Which race level can a club run first, and what does registration cost?
  2. How many commissaires come, and what does the club provide for them?
  3. What insurance comes with registration: riders, volunteers, landowner?
  4. Which minimum lap length and first-aid cover apply at this level?
  5. Can riders without a licence enter? FFC Île-de-France, for one, accepts a Pass dĂ©couverte (17+) or Pass Jeune (under 17), "valable 1 mois non renouvelable" (art. 18.1).

Designing a 2.2 km cyclocross course, sector by sector

Four rulebooks set these lap lengths:

Allowed cyclocross lap length by rulebook, read on 21 October 2026: UCI Part 5 (1 July 2026); FCI 2026/27 and FFC Île-de-France 2024-25, regional races; UFOLEP Nouvelle-Aquitaine 2025-26.
RulebookLap length (km)
UCI international2.5-3.5
FCI regional2.0-3.5
FFC Île-de-France regional1.5-3.5
UFOLEP Nouvelle-Aquitaine2.0-3.5

A 2.2 km loop clears every regional minimum we read. Youth races use a shortened loop inside it, what FCI calls a "percorso ridotto". From the UCI (arts. 5.1.017–5.1.027):

  • Start straight at least 150 m by 6 m on firm ground; the first bend wider than 90 degrees, never a hairpin.
  • Finish straight at least 100 m, obstacle-free.
  • Width at least 3 m, marked on both sides; U-turns taped so nobody swings round the pole.
  • Obstacles: six artificial at most; all obstacles under 10% of the course. Planks no higher than 40 cm, never metal, two of them 4 to 6 m apart. No descending steps.
  • Pits on a slow straight, never gravel or a descent.
Worked example: our 2.2 km club course in a park, to adapt to your ground.
SectorWhat it isLength (m)
1Start straight, firm path, 6 m wide150
2Wide bend onto grass100
3Grass switchbacks, U-turns taped400

8Pit straight, double pit, water150
9Grass drag along the field edge400
10Return along the hedge250
11Finish straight100
Total2,200

The youth loop: a taped gate after sector 5 and a 40 m link to the finish: about 1,200 m, with no run-up or off-camber. It keeps the planks: check your federation's youth obstacle rules; lower or bypass them for under-13s.

Taping plan: tape, stakes and the U-turn

Our tape arithmetic: 2.2 km × 2 sides = 4.4 km, plus 10% for the start funnel, pits and repairs, so about 4.8 km. A stake every 5 m on straights is 440 per side, roughly 880 plastic or flexible stakes, more on bends and fewer where a hedge forms the edge. The 5 m spacing is our assumption, not a rule.

UFOLEP Nouvelle-Aquitaine bans ropes, chains and rigid stakes, requires trees, posts and walls padded where riders could lose control, and allows only tape or string that breaks (UFOLEP Nouvelle-Aquitaine rules, updated 8 September 2025). FFC Île-de-France bans wire and metal stakes (art. 3).

Build order: the youth loop first. Preston Park Youth CC in Brighton wrote that "Setting up needs the Under 12s course to be completed first" and that "Setting up is time pressurised and so it is a case of 'all hands on deck'" (PPYCC, 30 September 2017). Then the start and finish straights, then the pits, then the rest, U-turns last. Ride a full check lap by 09:10, before practice opens. With 15 people, that is about 60 stakes and 320 m of tape each in roughly 100 minutes; or pre-stake on Saturday if the landowner allows.

Volunteer roster: sign-on, pits, lap counting, first aid

Preston Park Youth CC's 2017 rota had 59 filled shift places across 12 roles. A year later it asked for "35 volunteers throughout the day, though not for the whole day" (PPYCC, 16 October 2018). If the two days were alike, that is about 1.7 shifts each; recruiting and keeping volunteers covers finding them.

"; "Notify the first aider of any first aid incidents"; "Be polite to the public and help them to negotiate their way through the park."

Lap counting is where club races go wrong. Under UCI art. 5.1.048 and FCI art. 3.1, the number of laps is set from the leader's time and announced at the end of lap two. Take our 2.2 km course and a leader lapping at 6:30: a 40-minute race is 40 Ă· 6.5 ≈ 6.2, so 6 laps. A rider lapping at 8:30 is caught when 6.5 × k = 8.5 × (k − 1), so k = 4.25: about 28 minutes in, on the leader's fifth lap. The 80% rule (art. 5.1.052) pulls riders once they fall more than 80% of the leader's first-lap time behind: 5:12 here. Losing 2:00 a lap, this rider goes after lap 3, about 25 minutes in. Hence hand lap sheets, or hired transponders (ask the price); with sheets, two recorders and a written sheet per number, a bell for the leader's last lap (art. 5.1.049), and the commissaires' decision before the start on lapped riders and the 80% rule.

First aid: book a provider and agree the cover with them and your federation. FFC Île-de-France expects first aiders at a fixed post "sur ou Ă  proximitĂ© immĂ©diate du parcours" (art. 4); UCI events need at least one first-aid post and four qualified people (art. 5.1.008 bis). Every marshal knows the chain: call 112 or 999 first for anything serious, then the first-aid post, then the promoter. See the first aid guide for ride leaders, and write the course hazards into the club risk assessment template.

The cyclocross race-day timetable: juniors to seniors

FCI's recommended programme makes a good skeleton (2026/27, art. 3.3). Six races start from 10:00, the last at 14:30 for 60 minutes: a 330-minute window with 220 minutes of racing. A third of the day, 110 minutes, is changeover, and two gaps are only 15 minutes.

Example club timetable, with practice moved for a same-morning build: FCI's 08:30 practice only works if the course was built the day before. Age bands and durations differ by federation.

In 15 minutes: lapped riders off, results to the commissaires, tape repaired (UCI art. 5.1.015), the youth gate swapped, and the next grid called at least 10 minutes before the start (art. 5.1.042). Give each reset a named owner.

Budget: a worked break-even

UFOLEP Nouvelle-Aquitaine (8 September 2025) charges €8 for adults and €4 for youth in advance, €10 and €5 on the day. FCI's recommended maximum for youth and junior-to-elite entries at a regional race is €5 (masters are left to the organiser), and charging at all is optional (art. 16.1). The method is the one in the club sportive guide.

road.cc's organiser column names prize money "by far" the biggest cost. Our example has none; replace each invented figure with a real quote.

Break-even = fixed costs Ă· (entry fee − cost per rider). At €8 that is 1,200 Ă· 6.50, so 185 riders. At €10, 142.

Youth fields pull the average down: if 40% pay €4 and 60% pay €8, the average is €6.40 and break-even climbs to about 245 riders. Before entries open, set the entry cap and refund rule.

After the race

The commissaires own the result: FFC Île-de-France (20 September 2024) has them send it to the regional committee within 24 hours. Then walk the ground with the landowner, send incident reports to your insurer, thank volunteers by name, ask the lap recorders and the 07:30 crew what went wrong, and put next year's date request in. See the club ride playbook.

FAQ

How long should a cyclocross course be?

About 2 to 3.5 km. In the rulebooks we read on 21 October 2026, the regional minimum ran from 1,500 m (FFC Île-de-France) to 2 km (FCI, UFOLEP), and the UCI minimum is 2.5 km.

Do we need a permit for a cyclocross race in a park?

Two separate questions: the landowner's or council's written permission, and the federation calendar. Sanction brings commissaires and insurance; in France, the Code du sport makes federation authorisation compulsory for a race open to licence holders with prizes above €3,000 (L331-5, A331-1). Ask your regional committee and the council or mairie whether a public declaration is needed.

How many volunteers does a cyclocross race need?

Preston Park Youth CC's 2017 rota listed 59 filled shift places across 12 roles for a youth-to-seniors day; for a 2018 race it asked for 35 people across the day.

How long is each cyclocross race?

In FCI's 2026/27 rules: 30 minutes for under-15s and under-17s, 40 for juniors, women at regionals and masters aged 45 and over, 60 for senior men and masters under 45, and 20 for under-13s on the reduced loop. Other federations set their own.
